FirstGroup America has developed a
Compliance Monitoring Program to insure that the Company’s management and supervisors comply with the Company’s
Freedom of Association Policy (FOA Policy). The FOA Policy protects the rights of employees to choose, free from any management influence, whether they wish to be represented by a union.
The Office of the Independent Monitor (OIM) was created to investigate alleged FOA Policy violations. FirstGroup appointed
William B. Gould IV to serve as the FirstGroup Independent Monitor. Mr. Gould is a Stanford Law School professor who specializes in labor law. He has been an influential voice on worker-management relations for over forty years.
